Pondera has created the first Occupational Health and Safety (OHS) Guideline for Wind Power Plant in Indonesia, as a part of Wind Energy Development in Indonesia: Investment Plan project. This project was initiated by the Indonesian Ministry of Energy and Mineral Resources and managed by the Southeast Asia Energy Transition Partnership (ETP) and hosted by the United Nations Office for Project Services (UNOPS). Using the international OHS best practices, this guideline is written to become one of the references for stakeholders in the Indonesian wind energy sector.
As Indonesia strives to meet its renewable energy mix targets and achieve Net Zero Emissions by 2060, wind energy emerges as one of the key contributors to its sustainable energy transition. This requires accelerating wind energy through improvements across multiple aspects, including OHS. Ensuring a safe working condition in Wind Power Plants (WPP) is essential for protecting the workers, minimizing risks of occupational accidents, and maintaining optimal and productive operations. This OHS guideline has been developed to assist stakeholders in the wind energy sector in identifying occupational hazards and implementing comprehensive OHS Management Systems throughout all phases of WPP activities.
Key Components of the OHS Guideline
- Risk Management: Risk assessment, as well as classification, identification, and control methods of hazards in WPP.
- Personal Safety and Personal Protective Equipment (PPE): Description of the legal basis, types, and functions of relevant PPE and safety signs.
- OHS Management System: Steps to establish and maintain a structured OHS program, while ensuring compliance with national and industry standards.
- Safety throughout All Project Phases: Considerations to ensure occupational safety during the pre-planning, planning, construction, and operation and maintenance phases of a WPP project, complemented by the importance of having a Construction Safety Management System.
- Operation and Maintenance Safety: Electrical Safety Management System, WPP operation and maintenance safety aspects, and guideline on wind turbine explosion and fire protection.
- Environmental Management: Required principles, documentation, strategies, and testing to safeguard the compliance of a WPP with the Indonesian environmental regulations.
- OHS Guidance and Supervision: Procedures for guiding and supervising workplace safety to prevent future accidents occurrences.
- Gender and Disability Consideration: Recommendations and best practice for gender mainstreaming, accessibility and equality in the workplace.
